Associate Administrator of Acquisition Workforce Programs Office of Management and Budget
Joanie F. Newhart, CPCM, has 35 years’ experience in Federal government contracting.
For nine years, she has been the Associate Administrator for Acquisition Workforce Programs at the Office of Federal Procurement Policy (OFPP) within the Office of Management and Budget and Executive Office of the President. OFPP is responsible for developing and implementing acquisition policies to support over $450 billion in federal procurements each year. Prior to her position at OFPP, Ms. Newhart gained a variety of work experience as a contractor, as an Army civilian, at the Securities and Exchange Commission, and as the Senior Procurement Executive at both the Small Business Administration and the Department of Transportation. Ms. Newhart has Master’s Degrees in Strategic Studies and Business Administration. She has both DoD and civilian contracting certifications and is a 2012 and 2017 Fed 100 winner.
